The Office of Legal & Compliance is the in-house legal office for New York City College of Technology of the City University of New York. In conjunction with CUNY's Office of the General Counsel, we provide legal counsel, representation and oversight of work on a wide variety of matters affecting City Tech. The office is located on the third floor of the Namm Building.

Gilen Chan joined New York City College of Technology as its first attorney in July 2007 as Special Counsel, Associate Administrator. She also serves as the Ethics Officer, Public Records Access Officer and until September 2014, the Chief Diversity Officer and Title IX Coordinator.
As the College's in-house legal counsel, Chan provides advice and counsel to the President as well as the administration, including the Vice Presidents of Academic Affairs, Enrollment and Student Affairs and Finance and Administration, Deans, Chairs, Directors on matters relating to employment; ethics; internal investigations, development and implementation of policies; student affairs; contracts; interpretation and application of City University of New York bylaws; risk management and compliance with federal, state and local laws and regulations. As the Legal Affairs Designee to the University, Chan manages the College's litigation, in coordination with the offices of the New York State Attorney General and the University's Senior Vice Chancellor for Legal & Compliance and General Counsel. As the Chief Diversity Officer, Chan investigated complaints of discrimination.
Before entering higher education, Chan was Global Ethics Director at Citigroup; Vice President and Chief Compliance Officer at Grey Global Group; HR Director at Lifetime Entertainment Services; Compliance Counsel and Deputy Ombudsperson at NBC, Inc.; and Employment and Labor Law Attorney at the Port Authority of New York and New Jersey. Prior to the law, Chan was a mechanical engineer and senior auditor at GE Aircraft Engines.
Chan received her BE degree in mechanical engineering from Pratt Institute and her JD from Rutgers University School of Law at Newark. She is a member of the National Association of College and University Attorneys (NACUA) and serves as Vice Chair, Web Page Legal Resources Committee.
