Student Location Policy for Professional Licensure Disclosures
Purpose
In compliance with the United States Department of Education (USDOE) regulations (34 CFR § 668.43) and the State Authorization Reciprocity Agreements (NC-SARA) Manual, New York City College of Technology (City Tech) must determine the state in which a prospective or currently enrolled student is located for the purpose of issuing required professional licensure and certification disclosures. This policy outlines the procedures by which City Tech establishes and tracks a student’s location to ensure transparency, regulatory compliance, and institutional integrity.
Scope
This policy applies to all prospective and current students applying to or enrolled in credit-bearing programs at City Tech that are designed to lead to professional licensure or certification.
For purposes of professional licensure and certification disclosures, “student location” is distinct from a student’s legal residency classification for CUNY in-state tuition purposes.
Determination of Location at the Time of Initial Enrollment
For prospective students, location is determined at the time of initial application. City Tech utilizes the permanent address provided by the student on their official application for admission to the City University of New York (CUNY).
This address is recorded within the CUNYfirst Student Information System and serves as the official student location for the issuance of required pre-enrollment professional licensure and certification disclosures.
Determination of a Change in Student Location
For currently enrolled students, location is determined by the active permanent address on file in CUNYfirst.
- Student Responsibility: It is the responsibility of the student to maintain an accurate and up-to-date permanent address on record with City Tech and to notify their respective Department Chair or Program Director of any change in location that may affect professional licensure or certification requirements.
- Updating Location: Students must report a change of permanent address or relocation to a different state by formally updating their information with City Tech. Changes to a student’s permanent address must be submitted to the City Tech Office of the Registrar in accordance with the College’s established procedures for updating student information.
- Date of Determination: A change in student location is recognized by City Tech on the date the updated permanent address is officially processed and recorded in CUNYfirst.
Application of Policy to Professional Licensure Disclosures
If a student enrolled in a City Tech program designed to lead to professional licensure or certification officially updates their location in CUNYfirst to a state where the program does not meet the educational requirements for professional licensure or certification, City Tech will provide the student with a direct, written disclosure regarding the program’s licensure determination within 30 days of the location change being recorded.
The disclosure will inform the student that the program does not meet the educational requirements for professional licensure or certification in the student’s newly identified state and will provide appropriate information or resources to assist the student in understanding the applicable state requirements.
